Jelan Tours is a 100% nationally owned tour operator based in Rabaul, East New Britain Province. Founded and led by Tulipa Paviu, the company has over 30 years of experience in the tourism industry leading on from Paivu Tours then led by her late father Mr. Melly Garama Paivu OBE , a pioneer in Rabaul tourism. With a dedicated team of experienced operators, Jelan Tours specializes in both land and sea excursions, including underwater tours for travelers eager to explore Rabaul’s rich marine biodiversity.

We offer fixed shore tours for cruise ship guests, private yacht tours, and regular flights to Kokopo (Tokua Airport). Our services cater to professional photographers, anthropologists, researchers, conservationists, business travelers, and underwater experts and others ensuring carefully planned activities tailored to their needs. Additionally, we organize excursions for local students, communities and our regular locals who finds Rabaul as the ideal destination for family getaway and holidays . We are always thankful to the generosity of tourists who bring books and other gifts for our schools students, even before internet, tourism has play a big role in shapping our education through books.

Our Heritage & Vision

Jelan Tours was founded with a deep passion for showcasing Rabaul, East New Britain, and Papua New Guinea. Tulipa Paviu was inspired by her late father, Mr. Melly Garama Paivu OBE, who was the first tour operator in East New Britain in the 1970s. He played a pioneering role in advertising the region’s attractions, traveling to Japan, Australia, China, Germany, and beyond to promote Rabaul’s unique destinations. Today, many of the sites he introduced to the world remain among the most visited attractions in the region.

Carrying forward his legacy, Jelan Tours continues to welcome and care for international and local visitors, ensuring unforgettable experiences.
